Separately, Breuer advised firms to inform the Justice Department if the Securities and Exchange Commission "comes knocking at the door." He also welcomed a suggestion that firms discuss a potential FCPA issue with criminal division staff prior to launching a full internal investigation. "There are no guarantees, none whatsoever," Breuer said, "but I think that those lawyers from the private bar who come in ahead of time and say, 'We have an issue. We're exploring it. Here's how we think we want to approach this'--I think you're going to find a reasonable response from the Department of Justice."
