The MSRB has also begun exploring how it can fulfill its new congressional mandate to protect issuers (CR, 10/18). Michael Bartolotta , the Board's incoming chairman and vice chairman of First Southwest Securities , said one avenue could be issuing guidance to issuers; for instance, about reviewing certain credit ratings issues. But the Board has to walk a fine line because it doesn't regulate issuers, Bartolotta added. "We're still at the embryonic stage of what issuer protection means," he said.
